Bell’s 1977 thesis supports the historical chain from the Commission’s recommendations through interim colliery General Rules changes (August 1922 and approximately September 1923) to the separate Coal Mining Act of 1925, assented 13 November 1925 and commenced 1 January 1926. “Mentioned in” is the closest available site vocabulary; this is not a claim that the Act was passed in 1921 or solely caused by Mount Mulligan.
